The material for these dossiers was supplied not only by the police informers but also by superiors and colleagues at work, local party secretaries, neighbors, etc. All kinds of information were recorded: political views, chance conversations, personal habits, family connections, unrelated opinions, "peace loan" contributions, and even slanderous rumors.

The restoration of the Hapsburg monarchy was, however, clearly excluded from the revisionists' plans. The lower nobility and the bureaucrats did not under any circumstances want to yield their newly acquired power to the aristocrats. As a result of the serious repercussions of the depression in Hungary, Horthy appointed Julius Gombos as prime minister in 1932. Because of his lower-class origins, Gombos, an army captain with strong rightist leanings, appealed much more to the lower classes than did his aristocratic predecessor, Count Bethlen.

The fortunes of Hungary became irrevocably linked to those of the Axis. Hungary entered the war against the Soviet Union in June 194I, after an alleged Soviet air raid on Hungarian territory. During the eady years of the war, the Hungarian armies were not committed to continuous action. They suffered severe casualties during the Russian offensive at Voronezh in I943, but then they were not seriously engaged in battle again until the summer of I944, when the battlefront shifted to Hungarian soil.
